Definition
It is the organization supporting childcare which the Minister of Health and Welfare and Head of local governments establish and operate in order to collect and provide information on childcare and child rearing and to provide counselling for childcare staff and parents. (Law, Article 7)
The Purpose of the Service
- To support and manage daycare centers and to provide customized support for home childcare givers, as the base organization for childcare support within the community.
- To provide one-stop support for childcare within the community on the basis of the function of supporting daycare centers including childcare consulting, counselling & education for childcare staff as well as the function of supporting for home childcare including parent counselling & education and temporary childcare service.

The Ground for Establishment

The Establisher
- Central Support Center for Childcare is established and operated by the Minister of Health and Welfare(Law, Article 7)
- Local Support Center for Childcare is established and operated by the mayor of Metropolitan City and Do-governor(hereafter, referred to as “Mayor·Do-governor”) and by mayor· the head of Gun· the head of Gu.
- If necessary, the Minister of Health and Welfare, Mayor·Do-governor, mayor· the head of Gun· the head of Gu are able to separately establish and operate Support Center for Childcare pertaining to childcare for infants․ disabled children.
- Mayor·Do-governor and mayor·the head of Gun· the head of Gu can consolidate City·Do Support Center for Childcare and City·Gun·Gu Support Center for Childcare, and establish and operate it. The expenses can be decided by mutual agreement procedure.
- Mayor·Do-governor should consider necessary measures so as for its district mayor·the head of Gun·the head of Gu to invigorate Support Center for Childcare.
- In case City·Gun·Gu is not able to establish its own Support Center for Childcare due to financial difficulties, a base-type Support Center for Childcare can be established and managed, of which 5 neighboring Cities·Guns·Gus can make a joint use.
- In this case, the location of the Center, share ratio of operation expense, and detailed operation standards can be decided by mutual agreement procedure by City․Gun․Gu; but if mutual agreement is not working, Mayor·Do-governor can consider accessibility such as traffic condition and the number of childcaring consumers, and decide it by adjustment.

Support Centers for Childcare Roles (Refer to Low, Article 7 and Enforcement Ordinance, Article 12)
- Central Support Center for Childcare manages and supports local Support Centers for Childcare, evaluates the overall tasks of local Support Centers for Childcare, and supports the enforcement of other childcare projects of the government.

- Providing training programs for childcare professional staff of Support Centers for Childcare and managing professional teacher pool
- Supporting the projects of local Support Centers for Childcare including production of nationwide project manuals? materials
- Supporting and carrying out online service including the operation of integrated homepage and distance learning
- Building up information, ensuring work force and developing programs for a child abuse prevention project (education?counselling?management)
- Local Support Center for Childcare should provide daycare centers and childcare consumers within its region with services based on regional characteristics. It should collect and provide childcare-related information of the region.
- Developing and extending childcare programs and contents in consideration of regional characteristics.
- Supporting daycare centers, including establishment and operation of daycare centers and education for childcare staff
- Supporting home child-rearing, such as providing child-rearing information about guardians of young children
- Building up the network with local communities, including the connection with professional experts and related organizations within the region
- Local Support Center for Childcare should take part in the assessment conducted in Central Support Center for Childcare, and should promote the qualitative improvement.
- The local government can consider the conditions of the region including the current establishment state of Support Center for Childcare, and can have each Center perform the proper roles, by dividing between the roles of City·Do Support Center for Childcare and those of City·Gun·Gu Support Center for Childcare.
